The Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is an official project of USAID implemented by Chemonics International and its consortium members. The purpose of GHSC-PSM is to ensure uninterrupted supplies of health commodities in support of U.S. government-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health (PRH). GHSC-PSM supports health programs through the supply of a wide range of health commodities, including commodities for HIV/AIDS, malaria, maternal and child health, and infectious diseases.

The GHSC-PSM Health Systems Strengthening Laboratory Team currently utilizes the open-source laboratory network optimization tool, LabEQIP, which can be downloaded at GHSC-PSM is looking for a qualified and experienced service provider for development of new or enhancement of existing laboratory network optimization software. The purpose of this software is to map out the current laboratory sample referral network and provide alternative referral network that is based on optimization analysis of constraints and key inputs. Examples of inputs include site location, patient load, instrument capacity, costs per test, and transportation costs. The analysis will allow decision makers to identify and target specific areas for improvement. For example, better utilization of existing lab instrument capacity across the network, minimizing turn-around times for laboratory testing, and minimizing instrument and transportation cost.

The purpose of this Request for Information (RFI) is to create a fair and open process to gather market intelligence regarding the capabilities of interested optimization software service providers. Interested organizations are invited to submit information in response to this RFI. Issuance of this request does not in any way obligate Chemonics or USAID to award a contract, nor does it commit Chemonics or USAID to pay for costs incurred in the preparation and submission of any response. By issuing this RFI, Chemonics does not express an intent, commitment, or promise to purchase any supplies or services. Responses to this RFI will not be considered by Chemonics as offers to enter into a contract. This RFI is for information collection purposes only.

Service providers interested in participating in this RFI should register by sending an email to along with a point of contact, company name, address, e-mail, and phone number with the subject line as “PSM-LabOptmizationSoftware-RFI-2018 – ”. Registration closes on Thursday, September 6, 2018, at 8 a.m. (EST). Once registration is complete, service providers will get a link to the actual RFI, which is due September 7, 2018, at 8 a.m. (EST) to the above email.
