Chemonics, the Buyer, acting on behalf of the U.S. Agency for International Development (USAID) and the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) Project, under contract number AID-OAA-I-15-00004; Task Order AID-OAA-TO-15-00007 is soliciting offers from companies and organizations to submit proposals to participate with GHSC-PSM to develop barcode scanners application software.  

The goal of the GHSC-PSM project is to is to provide supply chain management and technical assistance to United States Government funded global public health initiatives. The project seeks to improve the availability of health commodities and systems strengthening technical assistance through the Systems Strengthening Technical Assistance objective in Eswatini. The project will develop a software application that will interface with the Microsoft™ Dynamics Navision® software (or ‘NAV’) system and eliminate the recurring annual fees requirement to keep the barcode scanners operational. 


The GHSC-PSM project supports the Central Medical Stores (CMS) department of the Ministry of Health in Eswatini in part by procuring of barcode scanners for warehouse stock management. At this time GHSC-PSM seeks to develop an application to deploy on the barcode scanning devices that will be integrated to NAV for purposes of scanning, quantifying, and reconciling tangible warehouse product items (e.g., Pharmaceuticals, Laboratory items, sutures, and other commodities, etc.) that exist in the NAV database. The result will be that warehouse stock management activities such as physical counts and picking lists are fully realized. It is expected that the application will be fully licensed with no recurring costs. 

As part of expected deliverables, the offeror will be required to deploy the application on 25 scanning devices, to conduct a system demonstration of the physical inventory and bar code functionality using NAV database system and train targeted CMS personnel on how to use the barcode scanners with application solution.

Instruction to Submit Proposals 

Offerors are invited to submit proposals in response to this RFP in accordance with Section I Instructions to Offerors, which will not be part of the subcontract. The instructions are intended to assist interested Offerors in the preparation of their offer. Any resulting subcontract will be guided by Sections II and III. 

This RFP does not obligate Chemonics to execute a subcontract nor does it commit Chemonics to pay any costs incurred in the preparation and submission of the proposals. Furthermore, Chemonics reserves the right to reject any and all offers, if such action is considered to be in the best interest of Chemonics. 

Unless otherwise stated, the periods named in the RFP shall be consecutive calendar days.
