Chemonics International Inc. (hereinafter referred to as “Chemonics”), under the Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project, USAID Contract No. AID-OAA-I- 15-00004/TASK ORDER NO. AID-OAA-TO-15-00007; TASK ORDER NO. AID-OAA-TO-15-00010 is issuing a Request for Proposals (RFP) for a forecast and supply planning modernization solution. The attached RFP contains all the necessary information for interested Offerors. The illustrative period of performance will be June 2019 through February 2020 and the illustrative ceiling will be $2,000,000. Chemonics anticipates issuing two Sub-Task Orders as a result of this solicitation.
The Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project is an official project of the United States Agency for International Development (USAID) implemented by Chemonics International and its consortium members. The purpose of GHSC-PSM is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the U.S. President’s Malaria Initiative (PMI), and the Office of Population and Reproductive Health (PRH). GHSC-PSM supports health programs through the supply of a wide range of health commodities including contraceptives and condoms, essential drugs; and select commodities for HIV/AIDS, malaria, maternal and child health, and infectious diseases.
The applicable NAICS codes for this RFP are 541511, 541512 and 541519. The authorized USAID geographic code for this RFP is 935.
Companies or organizations should indicate their interest in submitting a proposal for the anticipated subcontract by sending an email indicating their intention to the HSS Operations Team, at FASPprocurement@ghsc-psm.org by 5 PM EST on April 5, 2019.
Chemonics realizes that Offerors may have additional questions after reading this RFP. Interested Offerors can submit their questions to HSS Operations Team according to the instructions in 1.8 of the RFP. If necessary, Chemonics will provide answers to all relevant questions received in an amendment that will be posted to the website where this RFP was published.

Note that the paragraph on page 18, section I6, has been amended to update the date submission for clarification questions from March 15, 2019 to April 5, 2019.
Annex and Submission Deadline Update
Note that we have amended the proposed business requirements (described in Annex 11, available above) to remove all global and donor based planning requirements; to align more closely with the drafted RFP. This is the only change to the RFP. In support of this amendment, we are extending the RFP submission deadline to May 17.
Attached at this link are answers based on questions that were asked by the Offerors. In response to questions, we are attaching for reference for interested parties the User Manual for Quantimed, the current forecasting tool, and the User Manual for Pipeline, the current supply planning tool.
To allow for vendor review of our question responses, we held a Verbal Clarification Call on Wednesday, April 24 at 10:00 AM EST. Attached at this link are answers based on the questions from the Verbal Clarification Call. The deadline for the RFP remains May 17.
