Central America

With staff based throughout the region, the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project supports Ministries of Health in El Salvador, Guatemala, Honduras, and Panamá toward building effective and transparent health supply chains that increase commodity availability to improve health outcomes. The primary focus of the region is HIV/AIDS-related commodities to meet the UNAIDS and World Health Organization 90-90-90 treatment targets, through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).

In Guatemala, our work also supports the Ministry of Health’s Modelo Incluyente de Salud, or Inclusive Health Model, by ensuring a stable supply of essential medicines, vaccines, and reproductive health supplies as tools to provide basic health care.

To achieve the strategic vision of GHSC-PSM in Central America, staff are working in the following areas:

• Strategy and Planning – consolidate centralized logistics management units, supporting their strategic and political positions within the ministries of health
• Forecasting and Supply Planning – support the standardization of methodologies and regular quantification and supply planning exercises for key commodities
• Procurement – improve the procurement process for HIV commodities in El Salvador and help adapt to recent changes in acquisitions law
• Warehousing and Inventory Management – promote improved quality through standard operating procedures
• Transport and Distribution – support the development of a distribution strategy for HIV/AIDS commodities
• Management Information Systems – assist with the design and development of a new electronic logistics management information system in Guatemala and enhance the use of existing information systems in El Salvador, Honduras, and Panama
• Governance – encourage the consolidation of centralized logistics management units as a key tool toward sustainability and participate in advocacy efforts through logistics alliances and master plans
• Monitoring and Evaluation – support the standardization of key performance indicators toward a sustainable supply chain
• Human Resources Capacity Development – provide competency-based trainings to specific staff and increase the use of digital platforms for training
